Créé début septembre 1970, le GMEB devenu IMEB en 1995 est condamné par le ministère de la culture français à la fermeture pour ce début juillet 2011.
Sensibles à l’attachement à la continuité des projets de l’IMEB que vous avez manifesté par les 4 500 signatures de 63 pays en octobre 2009, et en complément aux « news » que nous avons insérés sur notre site, nous vous adressons un au revoir amical.
Votre soutien a pour nous été déterminant dans notre volonté de lutter, mais il faut bien le dire, le Ministre Frédéric Mitterrand n’en a eu cure et refusé tout entretien avec le Comité de soutien n’accusant pas même réception de vos protestations.
La direction de la musique du ministère de la culture et la direction régionale des affaires culturelles Drac qui le représente sous l’autorité du Préfet en région Centre, ont donc, arbitrairement et contre l’avis de nos autres partenaires, Conseil Régional, Conseil Général et SACEM, exigé la fermeture de l’IMEB en appliquant pour l’obtenir un étranglement budgétaire non fondé mais radical (diminution de 43 745 en 2008, puis supplémentairement 109 250€ en 2009, 67 250€ en 2010 et 250 000€ en 2011).
Bien qu’ils aient décidé de cette extinction pour juin 2011, tout fut fait par le ministère/drac pour que celle-ci soit effective au plus tôt, soit dès juin 2010. Notre résistance appuyée sur votre soutien a permis de faire reculer l’échéance jusqu’à aujourd’hui, mi juillet 2011. La déprogrammation et la disparition des Festivals Synthèse, Concours, éditions, studios, commandes musicales furent demandées par la Drac en 2009 mais maintenues selon les souhaits contraires des Collectivités territoriales, créant ainsi un déficit de 110 000€ qu’aucun partenaire n’a voulu compenser. Pour l’année 2010, la drac imposa ces disparitions par chantage définitivement et drastiquement en les complétant de 5 licenciements.
Ces activités internationales reconnues éteintes par force, nous avons concentré tous nos efforts à poursuivre jusqu’à aujourd’hui les travaux de sauvegarde et pérennisation du patrimoine musical, documentaire et historique de l’IMEB dont vous fûtes acteur. Ce Fonds est déposé à la Bibliothèque nationale de France et sera pérennisé au sein des départements audio-visuel et musique. Ainsi de 62 pays 6895 œuvres documentées y seront accessibles et les données biographiques et musicologiques seront consultables dès 2012 sur le site www.misame.org. Les éditions Mnémosyne maintiennent leur activité. Le catalogue des 83 CD et des 9 livres de l’Académie reste disponible sur le site www.mnemosyne-musique.com
Dans l’incapacité totale de poursuivre ce travail, aucune subvention de fonctionnement ne lui étant accordée pour 2011, l’IMEB fermera définitivement le 13 juillet 2011. A cette date, si le corps institutionnel de l’IMEB disparait, son histoire et sa mémoire doivent survivre et se transmettre Conformément à une convention heureusement créée en 2004 entre l’IMEB et l’association internationale MISAME, ce Fonds et cette Mémoire resteront vivants.
En effet, MISAME a pour objet de pérenniser, faire connaître, communiquer, publier et diffuser l'ensemble des travaux et des œuvres (musiques, recherches, développements, instruments, concepts, pédagogie), les archives, collections et documentations de toute nature et sur tous supports réalisés à l'IMEB, ainsi que ceux librement déposés par des collègues français et étrangers. MISAME veillera ainsi au respect de l’intégrité artistique, historique et intellectuelle de la «Mémoire » IMEB, à son développement et à son rayonnement.

Au fil de ces 41 années, la musique électroacoustique s’est développée d’une façon considérable, tant dans ses dimensions conceptuelles que technologiques dans une dynamique internationaliste. Nous en avons été les témoins actifs et des auditeurs passionnés. L’arbitraire, l’iniquité du pouvoir politique et la régression culturelle nous ont condamnés à quitter la scène. Alors, plus que jamais, dans tous les pays. que le combat continue, ailleurs.

Ladies and Gentlemen,
Founded at the beginning of September 1970, the GMEB became IMEB in 1995. By the only decision of the French Culture Ministry, the Institute is close on beginning of July 2011.
We are writing today because of the interest you showed in IMEB’s survival by being one of 4500 signatories from 63 countries of the petition sent to the Minister of Culture in October 2009. In addition to the “News” we have regularly put on our website, we felt it important to send you a personal note.
Your support was decisive for us in our decision to fight the closing of IMEB. However, the Minister of Culture Frédéric Mitterrand paid no attention, refused to receive the Support Committee and did not even acknowledge receiving your protest.
Hence, the Administration of Music of the Ministry of Culture and the Regional Administration of Cultural Affairs DRAC representing the Ministry by the authority of the Prefecture of the Region Centre, demanded arbitrarily and against the advice of our other partners, the Regional Council, the General Council and the French authors’ rights society SACEM, the closure of the IMEB. They succeeded in this by radically reducing the IMEB’s budget for no reason (reduction of € 43 745 in 2008, then more € 109 250 in 2009, € 67 250 in 2010 and € 250 000 in 2011).
Although the closure was decided for June 2011, the Ministry and the DRAC made every effort to close earlier, beginning in June 2010. Our resistance based upon your support made it possible to postpone the closure until the middle of July 2011. The DRAC demanded in 2009 the cessation of all activities – the Festival Synthèse, the competitions, publications and composition commissions –, but we continued them anyway, as our other partners urged us, creating a deficit of 110 000€, which, however, none of the partners wished to assume. In 2010 the DRAC finally imposed the cessation of activities, rounding it out by the firing of five members of staff.
Although our activities have been forcefully stopped, we are concentrating all our efforts into continuing the work of saving the musical, documentary and historical heritage of the IMEB to which you have contributed. This heritage has been taken over by the National Library of France and will be integrated into the audiovisual and music departments. In this way, 6 895 works from 62 countries can be consulted at the library, and the biographical and musicological information about the works will be available on the website www.misame.org starting in 2012. The Mnémosyne Press will keep up its activity. The catalog of the 83 published CDs and the nine books of the Academy can still be purchased through the website www.mnemosyne-musique.com.
Since IMEB was granted no financial support this year, the Institute will close at the middle of July 2011. Although IMEB will cease to exist after this date, its history and its memory will survive and will be passed on. According to a contract passed in 2004 between IMEB and the international organization MISAME, this heritage will be kept alive. The purpose of MISAME is to communicate, to publish and to diffuse the work of IMEB (compositions, research, development, instruments, projects and pedagogy), archives and documentation of any kind and in any form realized at IMEB, as well as music and documentation contributed by colleagues both French and foreign. In this way, MISAME will protect the artistic, intellectual and historic integrity of the “Memory” of IMEB.

During these 41 years, and thanks to you, Electroacoustic Music has developed significantly, both conceptually and technologically. We have been active witnesses and passionate listeners. The arbitrary iniquity of political power and today’s cultural backwardness have forced us to leave the scene. But all the more reason that the battle should continue, through you, elsewhere and in all countries.

What happens to IMEB
A ceux qui s’étonnent du pourquoi de la disparition - fermeture de l’IMEB, du Festival et du Concours, ces quelques mots du Ministre en donnent raison : « L’Etat a une position qui me paraît assez juste : il accompagne la fin de cette expérience. L’IMEB a fait des choses formidables et ensuite des choses qui correspondaient moins à notre temps » (17 avril 2010)
Quant à la méthode, celle de la Direction Régionale des Affaires Culturelles, celle-ci écrit :« la construction du budget 2010 (présenté par l’IMEB à la DRAC) est totalement irréaliste et ne prend pas en compte les indications adressées par Jean Claude Van Dam au Président de l'IMEB, à savoir l'impossibilité d'organiser le festival Synthèse et le concours en 2010. Le montant de la subvention DRAC en 2010… servira exclusivement au financement de la cessation d'activités … (14 décembre 2009)
Indications réitérés et imposés :« Je vous rappelle que l'engagement du versement de l'acompte par la DRAC de la subvention 2010 reste lié à l'approbation d'un budget 2010 qui ne prévoit pas de festival ni de concours en 2010, la subvention de la DRAC étant affectée au financement des coûts liés à la cessation d'activité et à l'achèvement de la numérisation des fonds de l'IMEB. J'ai le regret de vous informer que le dernier budget produit ne correspond pas à ces attentes » (1 mars 2010)
Quant aux motifs et intérêts à liquider l’IMEB, à nouveau la parole au Ministre : « De nouvelles pistes permettant de relancer un projet de création musical, bénéficiant d’un rayonnement plus large sur le plan local et national (souligné par nous), sont donc à l’étude. Un tel projet, dès 2010, devrait prendre le relais des actions de l’IMEB, dans un cadre dont les contours juridiques et l’implantation sont encore à réaliser ». (14 avril 2010). (à ce jour, aucune information)
Pour parvenir à cette fin, le Ministère aura exigé l’annulation dès 2009 de 48 commandes musicales en studio, interdit Festival et Concours. L’IMEB, avec le soutien des Collectivités locales et de la SACEM les ayant maintenus, et le Ministère ayant supprimé en trois années 416 985€ de subvention, au 30 juin 2011 au plus tard, la résistance s’achèvera exsangue et vaincue, mais fors l’honneur.
Nous remercions toutes celles et tous ceux qui ont accepté d’apporter leur soutien aux pétitions adressées au Ministre, pétitions qui avaient recueilli plus de 2500 signatures de 63 pays. Nous avons très vivement apprécié la solidarité internationale qui s’est rapidement exprimée et les très nombreux messages d’indignation et de sympathie que nous avons reçu. Nous oeuvrons maintenant pour que les éléments du patrimoine mondial de la musique électroacoustique que nous avons accumulé depuis 1970 soient conservés, pérennisés et disponibles pour les nouvelles générations.
Aujourd’hui, qu’il nous soit permis de dire que de notre aventure en 40 années d’efforts et initiatives multiples pour la création et l’invention musicale, il reste bien des moments inoubliables, tant de découvertes exceptionnelles et toutes ces émotions intenses…
Il reste la certitude d’avoir agi selon nos idées et réalisé quelques unes, d’avoir ouvert des voies qui ont trouvé leurs racines, d’avoir quelque peu contribué au développement de notre art musical. Il reste aussi l’espoir, la certitude que d’autres poursuivent avec le même enthousiasme cette même œuvre.
What happens to IMEB
For those of you who are astonished at the reason for IMEB’s closing, these remarks of the Minister of Culture will prove you right: “The Government has a position which seems to me quite right: it will accompany the end of this experience. IMEB has done marvelous things, and it has done things which correspond less to our time.” (17 April 2010)
As to the method of the Direction Régionale des Affaires Culturelles (DRAC), the DRAC writes: “The budget for 2010 (presented by IMEB to the DRAC) is completely unrealistic and do not take account of the instructions of Jean Claude Van Dam to the President of IMEB, namely that it will be impossible to organize the Festival Synthèse and the Competition in 2010. The subsidy of the DRAC in 2010 . . . is to be used exclusively to finance the cloture [of IMEB].” (14 December 2009)
Repeated and imposed instructions: “I remind you that our engagement to pay a subvention for 2010 depends upon the approval of a budget [for IMEB] for 2010 without Festival or Competition. The subsidy of the DRAC is only given to finance the cost of cloture and the completion of the digitalization of the IMEB’s archives. I regret to inform you that the last budget submitted does not fulfill these conditions.” (1 March 2010)
As for the reasons for closing IMEB, once again the words of the Minister: “New paths permitting us to relaunch a project of musical creation which will have greater exposure, at both a local and a national level (emphasis ours), are being studied. As of 2010, such a project should be able to take over the activities of the IMEB, in the context of a legal framework still to be defined.” (14 April 2010) (No further information to this date.)
To achieve this goal, beginning in 2009 the Ministry insisted upon the cancellation of 48 commissions for compositions to be realized in IMEB’s studios. IMEB maintained its activities in 2009 with the support of the local associations and the SACEM, while the Ministry eliminated 416,985 Euros of subsidy in three years. On 30 June 2011, at the latest, our resistance will end, leaving us battered and conquered, but for our honor.
We would like to thank all those who supported the petitions to the Minister of Culture, which received 2500 signatures from 63 countries.
We deeply appreciate the international solidarity shown in your many messages of indignation and sympathy. We are now working to preserve those elements of the worldwide heritage of electroacoustic music which we have received since 1970 and to make them available to future generations.
From our 40-year adventure and on our efforts in favor of musical creation and invention, there remain many unforgettable moments, many exceptional discoveries and all those intense emotions . . . There also remains the conviction of having acted upon our ideas and having
realized some of them, of having opened pathways of lasting value and of having contributed, together with all those colleagues who came to Bourges, to the development of our art. And there remains the knowledge that others are pursuing the same goals with the equal enthusiasm.
